Conor is responsible for the UNFCCC secretariat’s engagement with non-Party stakeholders; this includes the formal admission of observer organization to the UNFCCC process, support to the High-Level Champions for Climate Action, tracking of non-Party climate action and oversight of the ACE and gender workstreams.
Over the past 20 years he has played a leading role in the development of the international climate change regulatory framework, including through the coordination of the drafting of the Paris Agreement and the launch of the Marrakech Partnership for Global Climate Action.
Conor has played significant role in the development of the international infrastructure to support market solutions to climate change through developing the initial EU emissions trading directive and a decade of direct support to the implementation of the Kyoto Protocol’s clean development mechanism.
